Work:The Default PHP.INI file

Synopsis
Sometimes cPanel installs a real bunk copy of php.ini.default causing all manner of mayhem, destruction and grief for us and our users, therefore I felt it necessary to include one that actually works. This file has the default PDOs, Ioncube and SourceGuardian loaders activated as well as some common optimizations.
Don't forget to rename it to php.ini to have it take effect.
