MySQL Proxy (Remote MySQL from a Dynamic IP)

A few things to consider, if you have access to a location where the IP does NOT change often or at all, I would look into MySQL Proxy:

Installing that on an old Linux box at the location where the IP doesn't change often, if at all, whitelisting that IP, then having your clients connect to the MySQL Proxy from what ever IPs or IP ranges you specify.
